Not to argue with the existing dominant of Municipality Hall building, it is proposed to divide the projected volume vertically into three parts. The lower and upper – perform a smooth and natural forms. Instead, the middle – rectilinear rectangular form.

2.To display the architecture of the natural wealth of Bulgaria – the sun, the mountains and the sea. The upper part has the shape of the mountain, and there you can read a book or just relax overlooking the sea. Smooth lines of the interior walls thematically continues the theme of the exterior, atrium that run throught all floors, gives sunny mood.

3. To convert pedestrian through traffic along Osmi Primorski Polk blvd. into attractive public area. The lower part of the building is partly deepened. This creates a covered and attractive place for staying all people and extends the area in front. The existing flowerbeds with trees transformed into urban park, with the ability to relax in the green zone.
